Abstract

In 2001, Tim O’Reilly coined the term ‘Web 2.0’ to refer to the evolution of the Internet towards a new combination of a higher level of interactivity with an increasingly simple and intuitive way of working (Landeta, 2008). More specifically, Antonio (2007) has defined Web 2.0 as ‘the World Wide Web turned into a social space, open to all social agents and able to provide the foundation for, and become part and parcel of, a true information, communication and / or knowledge society’. In this new scenery, the ‘Escola Galega de Administración Pública’ (EGAP) [Galician School of Public Administration] has eagerly assumed the task of building a collaborative Web (EGAP 2.0) that will provide to their users the ability to access to, and participate in the creation of, knowledge without predetermined limitations. EGAP 2.0 is conceptualized as a new portal inspired by the principles of credibility, learning, collaboration and continuous updating and renewal. It will become a container for all the learning resources of the EGAP (EGAP TV, pdf, scorm...) and it is intended to pursue several complementary objectives, namely: a) fostering the generation and transmission of formal and informal learning among civil servants, b) making available to the public the cultural heap that the EGAP has accumulated as a result of all its activities, c) introducing users to the handling of Web 2.0 tools, d) promoting the creation of communication channels and encouraging information exchange, and e) turning the EGAP into a reference site for searching both formation and information. As a Public Administration agency, EGAP aims to fulfill the role that has been assigned to it in the development of information society, moving towards a genuine e-Administration and acting as an example of how technology opens new possibilities to increase the efficiency, reduce the costs and improve the standards of public services.
