Abstract
This paper aims to map the theoretical contributions to the field of public policy evaluation. Furthermore, it tries to highlight its outstanding debates. Both the meaning of the development of the field and the discussion on its function and utility are explored. Finally, the different approaches correlating the choice of certain methodological strategies and the target of evaluation are dealt with.
