Resumo

Cross-border cooperation has emerged as one of the key elements of de-bordering. The conventional role of borders as the insurmountable boundaries of the state has been diluted, among other reasons, by the territorial cooperation policies promoted by the European Union since the 1990s. However, regarding spatial planning, the state-national logic prevails, despite many initiatives in the opposite direction. For this reason, creating planning figures adapted to this new framework remains a challenge. In this sense, the present research seeks to settle the treatment of the (cross)border aspect in the spatial planning documents of the Basque territorial area, both on a regional and local scale. The study results show that state logics continue to prevail when it comes to the planning and management of a border territorial context.
