Resumo
This paper presents a reflection on future of the comarca( rural district), understood like a territory for the local cooperation in rural spaces, being based on the European and Spanish experiences. In the first place the models applied in the Spanish regions settle down; next one analyzes the model of Galicia, that contributed to the comarca a strategic value for the integrated local development, the social cooperation and the citizen participation, with base in the identity and the sense of property. From a new perspective a new theory is constructed here that contributes to the comarca like of cohesion territories internally that, by means of the cooperation, can be transformed into innovating, generating social capital and an increase of their competitiveness in the new context of the system of cities and the organization of the territory. Finally measures set out to adapt the governability and the functionality of these intermediate scales to the new challenges of the global society.
