Abstract

The main aim of the thesis is to analyze the connection between terrorism, international responsibility of States and collective security. More specifically, we deal with the conceptualization of international terrorism progressively adopted by the international community in recent decades, and the elements that identify qualified terrorist behavior and character of internationality are examined. Furthermore, the terrorism phenomena is studied under the regime of the international responsibility of States, mainly in relation to the award criteria of terrorist behavior and its consideration as a grave breach of obligations under peremptory norms of general international law. In the last part of the thesis power rating that is recognized to the Security Council and its new role as legislator -after the adoption of Resolution 1373 (2001)- is reviewed and a case study-test is done to us It lets review how has been built considering the terrorist act as a threat to international peace and security.
