Resumen

The incorporation of the territorial perspective and local development in the Common Fisheries Policy (CFP) in Europe has allowed, since 2007, the decentralised management of the funds dedicated to the sustainable development of fishing areas, coming first from the European Fisheries Fund (EFF) and then from the European Maritime and Fisheries Fund (EMPF). For the first time in the CFP, community-led local development (CLLD) is applied, a perspective that involves the fishing communities themselves in the design and management of strategic plans. This meant applying the lessons of the LEADER Community Initiative in relation to the general objectives of economic diversification, promotion of innovation and interregional and transnational cooperation in the European countryside. This recognises the specificity of the areas affected by the restructuring of the fisheries sector, which sometimes present serious problems of isolation, low population density and general socio-economic recession. Hence the political impetus in Europe to cooperation between territories and associations, seeking synergies derived from the exploitation of ideas and experiences to address common challenges in fishing areas. This paper analyses the specificities of this cooperation on a regional, national and international levels, based on the projects financed by the Spanish Fishing Local Action Groups (FLAGs). The results indicate the existence of administrative and regulatory barriers to cooperation, and a strong influence of regional governments on the type of cooperation actually carried out.
