Abstract

The subject of analysis is on the involvement of citizens in the administrative function through two channels generally postulates, namely, procedural or supervised participation (under the administrative procedure to adjudication or rulemaking) and the organic participation, through the incorporation of the individual or associate citizen, through their representatives, in an organ, usually referee, member of the centralized or decentralized administrative structure, taking part and expression of the state will. In this regard, we notice something that was already raised in isolation or compared to some regulation, today tends to be a reality in general, by virtue of using different standards - some constitutional - the person is guaranteed the participation as a fundamental right. In this regard, we will see what the various participatory mechanisms are, and what the most appropriate depending on the lens marking all are not interchangeable but some are more efficient than others in ensuring effective participation.
