El Nuevo Servicio Público (NSP), un paradigma para la construcción de nuevos modelos metodológicos para el análisis de la administración pública

Resumo
En los últimos treinta años, las administraciones públicas se han visto obligadas a hacer frente a importantes desafíos, de carácter externo e interno, que han contribuido a perfilar no sólo su propia arquitectura sino, y sobre todo, cuáles deben ser los principios que deben guiar sus acciones. Esta situación ha abierto un proceso de reformas en las administraciones públicas, fundamentalmente de los países desarrollados, en las que el principal elemento a debate es el papel del ciudadano y las implicaciones y repercusiones que dicho papel tiene en términos de gestión, prestación y evaluación de los servicios públicos. Un debate que se ha vertebrado en torno a dos grandes perspectivas teóricas, el New Public Management y el New Public Service.
