Abstract
Education is one of those public services that de? mand important resources from the State to gua? rantee minimal quality standards. Therefore, go? vernment efforts have been focused on assessing the benefits generated by education for both individuals and society among other factors that justify the investment of public resources. Reasons that justify public intervention on education are analyzed. Results show that governments basically use public financing to satisfy the need of resources, moving from a bureaucratic model of resources distribution to a market model where the gover? nment becomes a consumer of educational services that have been chosen by individuals themselves.
